The interest of the access to scholarly publishing is a challenge in Africa, particularly in Côte dd'Ivoire (West Africa). After several years as information literacy trainer, I took the opportunity to explore deeply the problem faced by researchers to access and publish scholarly communication. Coordinating the activities of the Digital Library for the Higher education and scientific research wich is a national repository, I'm now interested to help scientific communities to understand the open access environment particularly the scholarly publishing. As deputy director of the scientific commissions at the Université Virtuelle de Côte d'Ivoire, this public university is mandated by the government to enhance the digital skills in this digital transforming age. The ministry instituted the open access week in 2018 and I'm the coordinator of the Open Access Week Côte d'Ivoire. I'm doctor Ouattara-Coulibaly Cécile, PhD in Arts, Culture and Development and speialised in Information and documentation sciences. I'm also the president of the AFLIA Library Consortia Section and the coordinator of the library consortium for the higher education in Côte d'Ivoire.
